The civil service law and the balance between the efficiency of public service and laboral rights

The social, legal and political contexts require the creation and implementation of new regulatory structures. At this level of ideas the Civil Service Act No. 30057 which seeks to standardize spirit regulatory conditions and regulations to achieve effectiveness, efficiency and transparency in the management of Public Servants in the workplace arises. The proposal of our article is to analyze, interpret and apply the principle of weighting expressed conceptually as how to apply the principles, and to resolve any conflicts arising between them and the principles and reasons for playing in the opposite direction. The weighting structure is integrated by law weighting formula weight and loads of argument. It seeks to unite the efficiency of public service and respect for fundamental rights and labor.
