The proposed study describes the problems that arise due to the existing bias between the civil-military relationship, which generates difficulties in the development of our nation and the achievement of the General Welfare, set as the supreme purpose of the State, taking into consideration that Peruvian history has maintained a close bond with the Army, which is known as the association “People - Armed Forces”. It is for this reason that it is given the necessary importance because it is a very important factor for the consolidation of democracy. The instruments used allow us to know the citizens’ perspective on the work of the Armed Forces, which are recognized and valued positively; however, there is another position that considers the Armed Forces as a threat to Peru’s political stability. That is why it is important to find tools that contribute to the discovery of a universal identity for civilians and the military, since this is the path that our nation must follow to achieve the great change desired by all Peruvians.
