Abstract

The general objective was to develop an ICT Management Model based on the General Theory of Systems, to provide multimedia information efficiently to readers of the Jaime Hernández de Souza Central Library of the "Pedro Ruiz Gallo" National University? . The present investigation, by its purpose was applied and propositive, in the end concluded with a model. The population was composed of: 1000 readers, 5 workers and 1 Head of the Central Library. The instruments used were a field observation guide, textual and summary files, the questionnaire and interview guide. The conclusions were that the Central Library requires greater annual budget for the training of workers, investment in infrastructure and technological equipment; Workers do not have access to multimedia information; Must use ICTs; The General Theory of Systems and a Conceptual Framework were considered; The following components were determined: Society, university, multimedia information, ICT, human, economic and material resources. And relations: Society - Central Library, University - Central Library and Internal Relations; The model validation was performed by 3 experts.
