Abstract

This research, entitled HUMAN RESOURCES COMPETENCE FOR THE EXECUTION OF PUBLIC INVESTMENT IN THE REGIONAL GOVERNMENT OF LIBERTY-2014, focuses on the problem of application empiricism, deciencies, non-compliances and deficiencies that affect the human resource in charge of formulation , Evaluation and management of public investment projects in the Regional Government La Libertad, which presented an advance in the execution of investments of 65.1% in 2014 (MEF figures), only in front of the Regional Government of Ancash, Occupying the 25th position at the national level; With the aggravating fact that of the ten districts with the highest incidence of total poverty at the national level, five are in the La Libertad Region (INEI data). This research concludes that the competition of the human resource for the execution of the public investment in the Regional Government La Libertad in 67.2% is negative, because that is the average integral of results of the negative qualifications that comprise the application empiricisms of The managers, the deciencies in the activities carried out, the breaches of the technical norms and the lack of resources. In general, this research recommends that the human resource involved in the execution of public investment in the La Libertad Regional Government should undertake actions that improve: the knowledge of those responsible, the efficiency of their activities, the fulfillment of the Technical standards and the allocation and availability of resources.
