Abstract

This thesis supports the design of public policy development in which the formation and promotion of environmental awareness in the population of Trujillo, achieving a real and profound apprehension of conscious attitudes to defend not only the environment in which we live and its elements, but also the man himself, seeking the protection of the right to an adequate and balanced environment. The implementation of environmental awareness, based on two fundamental pillars such as environmental education and environmental ethics, benefit directly the people helping to form citizens who can defend their rights and fulfill their duties in an environmental interaction. The state will oversee the implementation of this public policy for the formation of ecological awareness to be responsible for the protection of the environment through environmental management and provide society with a balance and stability. Curitiba - Brazil and Medellin - Colombia are examples of ecologically sustainable cities in Latin America have managed to stand out for public participation in the conservation and improvement of environmental quality in their communities.
