Analysis of the mining formalization process through REINFO in the Ayacucho region, Peru

The objective of this research is to evaluate the formalization process of small-scale and artisanal mining (MAPE) through the Comprehensive Mining Formalization Registry (REINFO) in the Ayacucho region. A non-experimental descriptive methodology was used, collecting primary data from the Regional Directorate of Energy and Mines of Ayacucho (DREM Ayacucho), the Comprehensive Mining Formalization Registry (REINFO), and geospatial data from the study area. The results reveal that artisanal and small-scale mining activities are primarily concentrated in the provinces of Lucanas, Parinacochas, and Paucar del Sara Sara, with more than 90% of the registrations in the REINFO. However, 83% of these registrations are suspended, highlighting the persistence of bureaucratic and administrative barriers in the formalization process. Despite this, informal mining continues to expand, intensifying socio-environmental conflicts in the region. These findings underscore the urgent need for a more accessible and efficient formalization process that promotes local-level training and encourages active participation from rural communities in the mining formalization process.
